I have a new neighbour directly behind me who has a large dog who is left outside all the time--in a completely paved in backyard--even in the cold weather we've been having. Consequently it barks a lot, in fact it's barking right now. I was so fed up with it at one point last week that I knocked on the owner's door at 12:30 in the morning to ask him to let his dog in the house, or at least get it to be quiet. His response was that the daog stays outside and there's nothing he can do to get it to stop barking.
The dog is obviously bored or cold and does not seem to have a good quality of life. The barking is driving me mad. Has anyone had a similar situation? What recourse do I have?

I had the same problem when I first moved to the estate. Was having a negative impact on my home life (driving me mad, loss of sleep etc) I reported it to the council and it stopped. Hope the owner has resolved this.
Since the owners were new to the neighbourhood AND live right behind me I decided to give them the benefit of a doubt and try to be a good neighbour first. Since the dog is obviously bored and the owners are elderly I was prepared to offer to walk the dog daily. I love dogs, and have previously had one of this brred so was hoping they'd let me. However, I didn't even get to ask. They're making arrangements to take the dog to their daughters' in the country and will be getting a smaller dog (for security) that can stay in the house. So it's all good really. I keep my fingers crossed that smaller dog doesn't go rampant in the backyard, too.
