To make improvements we will need to make some changes and we would like to hear from you about the proposed moves.<br/><br/>We currently provide services out of many locations across the borough. We have been working with Haringey Council as well as other local partners to think about where you access health services. We want to make this access simpler and more joined up for our patients and service users and we will achieve this by listening to you and working in partnership with the Council and the voluntary sector.</div>
<div><br/>In these proposals the only change is the location – the number of appointments, the clinicians that you see, and level of service will remain the same. We are also proposing to offer some new services in the community, including a group space and digital booths that allow people to access their healthcare appointments online.</div>

For all these reasons, plus the fact that Noel Park is a historic conservation area, Haringey Council enacted a tree preservation order to protect the streetscape. Unfortunately, the council does not respect its own policies.</p>
<p>I understand that sometimes a tree must be cut down. However, would a tree preservation order mean that a new tree would be planted in its place? I took a quick survey of the spaces on my block only where tree beds from felled trees are still visible. There are many more blank spaces on the street that have been obliterated. Why are the rees not being replaced?</p>
<p>I've contacted the council on numerous occasions with no result but I'm beginning to feel like to lone crazy person screaming into the wind. Is anyone interested in joining with me to start a campaign to replace the trees we've lost?</p>

<div class="post-inner"><div class="entry"><p>Kilburn High Road and Wood Green, both in north London, have been named England’s first Community Improvement Districts.</p>
<p>The piloting of Community Improvement Districts in England is a collaboration between Power to Change, which backs community business in England, and the Mayor of London through his High Streets for All Challenge programme.</p>
<p>CIDs already operate in Scotland and are an evolution of Business Improvement Districts (BIDs), where businesses collaborate to affect change in an area in order to spur regeneration and boost business. The key difference with CIDs is that they give local people, and community organisations, as well as businesses, a say over the strategic direction of local high streets.</p>
<p>The two pilots will begin in 2022. Each will be awarded a total of £40k (£20k from Power to Change and £20k from the Mayor of London) alongside expert support and guidance to begin establishing, managing and running a CID.</p>
<p>Deputy mayor for planning, regeneration and skills, Jules Pipe, said: “High streets sit at the very heart of London’s communities and while the pandemic has taken its toll, in reality high streets have been struggling for some time. If we are to see the return of thriving, vibrant town centres across the capital, we must harness the energy and creativity of local people and find new ways for communities to have a say in the future of their area.</p>

The initiative provides temporary protection from most types of debt collection, by halting enforcement action from creditors and freezing interest and fees for a set period.</span></p>
<p><span>Under the scheme, the standard Breathing Space option provides applicants with a 60-day period in which interest and fees associated with qualifying debts will be paused, while the individual receives professional debt advice to find a long-term solution to their financial difficulties.</span></p>
<p><span>There is also an alternative option for those receiving a mental health crisis treatment. Under the mental health crisis Breathing Space scheme, successful applicants will be granted a pause on interest and fees associated with qualifying debts for the duration of their crisis treatment, plus 30 days.</span></p>

<p><br/>The sites are open from noon until 7pm Tuesdays – Fridays and 10am until 5pm on Saturdays.<br/>Dr Will Maimaris, Haringey’s Director of Public Health, said: “The number of cases in Haringey has<br/>gone up significantly since early December, which is why we now find ourselves in lockdown.<br/><br/>“A lot of people simply didn’t know they have it and while they may be fine, the people they pass it<br/>onto may not be so lucky.<br/><br/>“For the people who have tested positive, it means staying indoors for a few days, but that action<br/>alone can save someone else’s life. And if they are not spreading it because they are in isolation that means we are one small step to coming out of lockdown with our freedoms returned and our local businesses reopening."<br/><br/>“Anyone can take a test, but I’d particularly like to see any essential workers (from childcare workers<br/>to supermarket workers and transport workers) who may have more day-to-day dealings with<br/>people outside their households, even in lockdown, taking them.”<br/><br/>The tests are carried out with a throat and a nasal swab.<br/><br/>The sites are not for people who have any of the Covid-19 symptoms, that is a new and constant<br/>cough, a high temperature, or a loss or change to their sense of smell of taste - if you have<br/>symptoms you must book a different kind of test (PCR test) by calling NHS 119 or by booking online:<br/><a href="http://www.gov.uk/get-coronavirus-test">www.gov.uk/get-coronavirus-test</a><br/><br/>Please stay Covid safe.</p>

<li>we will identify local families who are happy to have a guest for Christmas Day and match with suitable recipients</li>
</ul>

<p><span>Haringey air quality does not meet the WHO Standards. In fact, 99% of our London streets do not meet the WHO standard for public health.</span></p>
<p><span>Air pollution is linked with many diseases including diabetes, asthma, dementia and cancers to name just a few. NO2, PM2.5 and PM10 have a particularly detrimental effect on all our children leading to reduced lung capacity. The tiniest particles are entering our bodies and are found in our hearts, lungs and even the placenta.</span></p>
<p><span>We aim to raise awareness of this problem and to build community engagement by using models of participatory democracy to enable residents of our borough to talk about the problem of toxic air.</span></p>
<p><span>Participatory democracy means that we hold meetings whereby all can be heard and all can think together and propose solutions together. Polluted air is not an intractable problem: we can solve it - together.</span></p>
<p><span>The focus of our first meeting was on transport but the discussion also touched on pollution from the Edmonton incinerator.</span></p>
<p><span>The context:</span></p>
<p><span>Approximately 65% of Haringey residents do not own cars. The east of the borough has the lowest car ownership but the worst air quality. This is a social justice issue. Much of our traffic is passing through, much of it is from out of borough. We have only 15 monitoring tubes. See the attached report for their locations:</span></p>

<p><strong>Proposals for next steps:</strong></p>
<p><span>1. Our air quality is toxic - it affects everyone and leads to disease</span></p>
<p><span>All of the UK, except the very north of Scotland, breaches the WHO standard for clean air creating a huge public health issue with 40,000 deaths a year.</span></p>
<p><span>‘Our country is in a dire state of pollution and this is not something they knew.’ ‘More people die of pollution effects than diseases ...such as diabetes’</span></p>
<p><span>‘It’s an invisible threat to all of us – a lot of people think it’s not an issue until they really look at the numbers.’</span></p>
<p><span>We are stuck ‘looking at the current model of economy rather than the future. Would like Haringey to offer a future model of what the sustainable, clean air economy for clean air would look like.’</span></p>
<p><span>2. This is not health vs economy. Good health, in fact, leads to good economics.</span></p>
<p><span>Children’s health and our health needs to be prioritised.</span></p>
<p><span>‘The pollution hotspot of St Mary's school where children have very high levels of asthma [has] some of the worst pollution in London.’<br/>‘Educate in mental health & wellbeing aspect of changing modes of transport’<br/>‘This is a conflict between our health and profit for current vehicle manufacturers.’</span></p>
<p><span>‘I’m concerned about health impact but particularly, young/teenagers and elderly. Particularly mental health and also what we don’t know.’</span></p>
<p><span>‘How do we take others on the journey? It is invisible, how do we take people along in terms of awareness. For example, it was new for us to hear about the summer smog on Green Lanes.’</span></p>
<p><span>3. The Mayoral elections are vital for the wider ULEZ plans to be protected</span></p>
<p><span>We need ULEZ for Greater London, a Mayor that will commit to this and a Government that will back not undermine it - May is a crunch moment for Air Quality in our city.</span></p>
<p><span>‘The mayoral election next May will be a golden opportunity to cut air pollution and climate pollution. We need a strong campaign with medical experts pushing the mayor to extend the ULEZ to the whole of Greater London.’<br/>‘Introduce road user charging’</span></p>
<p><span>‘We all need to lobby the Government to further fund. They have allocated 2bn for Active Travel and 27bn for new roads to be built.’<br/>‘Who will do an effective campaign on explaining benefits of ULEZ before the GLA election - to counter misinformation that will be spread?’</span></p>

Introduce video campaigns to show how nice it would be in boroughs where they have done it well.’</span></p>
<p><span>4. Public transport must be subsidised to cut private car use.</span></p>
<p><span>TFL needs to be properly funded to make transport more inclusive and cheaper.</span></p>
<p><span>‘TfL has not catered for passengers who need step-free or are in wheelchairs. This should be tackled at the same time as low emission changes are imposed. This group is being excluded from travel.’<br/>‘We need to subsidise public transport to discourage people from getting into their cars.’</span></p>
<p><span>5. Car usage must be reduced through regulation of roads and vehicles</span></p>
<p><span>We need greater regulation of traffic.</span><span> </span><span>Volumes and speed of traffic in our borough is a huge concern for many residents in Haringey</span></p>
<p><span>‘I’m here because I’m very concerned about the level of traffic in my neighbourhood’ ‘It seems like Haringey hasn’t been doing quite as much ..compared to Camden and Hackney’</span></p>
<p><strong><em>Tyre and brake dust create up to 50% of toxic particulates. EVs create particulate matter too, especially SUVs and HGVs</em></strong></p>
<p><span>‘Electric cars also don’t solve the problem of particulate pollution from brake and road emission, only tailpipe emissions. Electric cars are not zero emissions. Exhaust emissions are zero, but brakes emissions in stop-start traffic are around 3 times higher than exhaust, and tyres (dependent on tyre quality, load, cornering etc) can be 1000 times higher than exhaust emissions.’ Weight of the car matters. ‘Electric cars are only clean if the electricity was generated by renewables.’ People need to be aware of brake and tyre pollution before they buy SUVs.’<br/>‘Tyres on roads are bad. Trams with steel wheels on rails are better.’<br/>‘The Natural History Museum scientists say we need 2x the global annual supply of certain minerals to convert just Uk cars to electric batteries. What about the rest of the world? There isn’t enough to make everyone electric.’<br/>‘I don't believe there are regulations on emissions from brakes or tyres. and this is important to do’</span></p>
<p><span>We must reduce the number of cars on our roads - we need healthy, people centred streets instead - this includes neighbourhoods and high roads - this will involve councils and TFL working together.</span></p>
<p><span>‘Just to be clear - it is not just about cleaner cars. We need streets that have fewer cars - if we want to address road incidents, inactivity, about communities having streets they can use’<br/>‘Our roads are saturated - we really need to reduce car ownership and traffic overall’</span></p>
<p><span>Bus routes and roads in general are managed by TfL. At times, councils can feel like they don’t have the power to impact.’</span></p>

<p><span>‘main roads [go] through different boroughs, [councils] have to talk to each other to come up with a solution. When you have through traffic and councils have different budgets and solutions then you won’t find a solution for a specific route.’</span></p>
<p><span>TfL have rushed through their funding in order to spend it so that it isn’t taken away next year. Getting the balance right between spending it not too slowly and not too quickly.</span></p>
<p><span>‘Solutions were looking at being really local and on the residential streets but also looking at cutting traffic on the main roads.’</span></p>

<p><span>Haringey needs more public electric charging points to enable businesses to transition</span></p>
<p><span>‘We also need to encourage electric cars with financial incentives and charging points. So people who do need them for work/physical needs/disability/other have a viable option to abandon their petrol/diesel cars.’</span></p>
<p><span>5. Transport of freight needs remodelling so that HGV have limited access</span></p>
<p><span>We need Haringey to incentivise businesses transitioning plan for a "last mile" on HGV deliveries</span></p>
<p><span>‘This is a growing topic in the environment movement right now’<br/>‘Larger hubs for HGV outside the borough with smaller, electric vehicles delivering goods’. ‘This reduces congestion as well as pollution on our high streets.’</span></p>
<p><span>6. Cycling is dangerous in our borough - it needs rapid improvement</span></p>
<p><span>We need to grow a cycling culture in our borough by providing infrastructure</span></p>
<p><span>‘More cycling highways ... encourages exercise and zero emissions. And if implemented wide enough could be inclusive of people with mobility devices.’<br/>‘reluctance around cycling is mainly on safety grounds’<br/>‘it's a long haul...no magic bullets, we need to make drivers cyclists...[modal shift]</span></p>
<p><span>‘More does need to be done to get diversity in cycling. Safety being a key thing for many groups!’<br/>‘Women and Black People are under-represented in cycling.’ But the most under-represented are children. We cycled as children but we deny them this joy’</span></p>
<p><span>Bike Hire, Bike Maintenance and Bike Training all need to be promoted and enabled more</span></p>
<p><span>For example, ‘people should be allowed 60 mins for free on Santander bikes instead of 30’</span></p>
<p><span>7. Walking is not pleasant in the borough due to air quality and speed of traffic</span></p>

<p><span>‘We would like our borough to be ahead of the game by being proactive!’<br/>‘Haringey’s showed lack of initiation of applying for and planning good cycle infrastructure when it was announced by the mayor in April.’<br/>‘ the public can feel powerless against industries, politicians and the media. We look to our council to support us.’<br/>‘We need passion from Haringey - a culture change - this has been lacking.’<br/>‘Low traffic neighbourhoods had to be fought for in the Netherlands’<br/>‘Can the council link climate change and awareness and concern around getting to net zero?’</span></p>
<p><span>In Haringey, we want pollution sensors with live data that the public can access. We need more data and access to it.</span></p>
<p><span>‘We need more air quality monitors, we only have 15’ ‘We are not measuring PM2.5’ - why not?’</span></p>
<p><span>Haringey Council could do more to educate our residents on illegal idling</span></p>
<p><span>‘Could we get some stronger legislation and posters on people sitting in their cars with their engines on idling.’<br/>‘Could Haringey issue anti idling messaging out to all businesses. Insist they do the impacts of idling training’</span></p>
<p><span>The incinerator burns 90% of what is in our black bins. It is a major contributor to our poor air quality, especially for children that live close to it. An incineration strategy for waste locks in a high-waste culture whilst polluting our air and atmosphere.</span></p>

<p><span>We need an education programme to counter the aggression and ‘culture wars’ that are stoked on social media when councils try to implement infrastructure for walking and cycling</span></p>
<p><span>‘I have a concern for children’s health, community divisions and aggression over the issue of Clean Air’<br/>‘Need to change mindsets - how do we do that - through both a combination of carrot and stick measures?’</span></p>

<p><strong>Councils need to enforce environmental degradation and motoring offences better</strong></p>
<p><span>‘A few of our participants were very concerned about the lack of ENFORCEMENT BY THE COUNCIL, there’s little point having rules if they’re not being enforced. A need for whistleblowers at big construction sites - using old dirty vehicles with fumes and diesel pollution.’</span></p>
<p><strong>We need more local companies that can provide a Green Recovery</strong></p>
<p><span>‘Support start up companies that can offer local solutions to monitoring traffic offences and support the hiring of cargo bikes for families to trial.’<br/>‘More cycle lanes, more trees’</span></p>
<p><span>We also need to protect our rivers from run off of particulate matter - this requires traffic reduction</span></p>
<p><span>‘We need to make a clearer link between air and water pollution. Vehicle waste from cars - especially tyres, but also exhaust and battery waste - runs off the road into the surface water system. Which ends up - from Haringey - in the Lea, affecting biodiversity and human diet (fish). Sustainable urban drainage systems (SuDS) offer a largely piecemeal response. Radical traffic reduction is therefore essential.’</span></p>
<p><span>9. Haringey schools could take more of an active role</span></p>
<p><span>Schools must inform their parents about air quality so that parents are dissuaded from driving to school. This must include the private sector as they have wide catchments.</span></p>

<p>Flu season has arrived and we would like to remind those at risk that Flu jabs are available and that they can speak to their GP or local pharmacist to get further information on getting their jab. </p>

<p>Haringey Council is encouraging people most at risk from cold weather, including those with long-term health conditions and the over 65s, to prepare for the lower temperatures.</p>
<p>One of the ways people can stay safe this winter is to get immunised against flu. Getting a flu vaccine during 2020-2021 is more important than ever because of the ongoing COVID-19 pandemic</p>
<p>Vaccination is especially important for adults 65 years and older, who account for most hospitalizations and deaths from flu and from COVID-19, people with long term health conditions, everyone living in a residential or nursing home and anyone who cares for an older or disabled person whose welfare may be at risk if the carer falls ill.</p>
<p>Even if you had a flu jab last winter you will need another one this year as the vaccine is changed annually to fight the latest strains of flu.</p>
<p>If you fall into any of the above categories, or for any advice and information about the flu vaccination, speak to your GP, practice nurse or pharmacist. Find out more in this <a href="https://www.youtube.com/watch?v=iZVuzUtvRl8&t">short animation</a>.</p>

<p>We are very disappointed at the lack of progress in providing safe walking and cycling routes in Haringey at the start of the school year, and as residents have returned to work. We raised concerns in a <a href="https://e-activist.com/page/email/click/1719/4908226?email=ogdpXRkQWaZoq9xyeO6RXQN%2BRR2ul1GhmZAK81VjEpg=&campid=a3yKseKIW2Oha0eWUOvjsw==">statement</a> in July with Haringey Council and TFL that urgent action was needed on active travel, to ensure that our public transport routes weren’t overwhelmed, and that our roads didn’t become congested with cars. This last week was a crucial moment and yet we have an absence of school streets, of protected cycling lanes, and low traffic neighbourhoods, despite the borough securing over £1m for emergency transport measures.</p>
<p>53% of households have no access to a car, many are being advised by employers not to use public transport, and as a borough we have provided them with no alternative. Those who have access to a car will drive more, and those who don’t will have to risk public transport or unsafe walking and cycling routes. At the same time we have seen boroughs across London move ahead with the agenda at speed.</p>
<p>We are calling on the Council now to urgently support the following actions</p>
<ul>
<li>Install a minimum of 10 school streets, which include the closure of roads outside schools during pick up and collection time (not pavement widening)</li>
<li>Self-fund a cheap low traffic neighbourhood in the borough with its own funds – this should be targeted in areas of higher social deprivation, where air quality is often worse</li>
<li>Install protected cycle lanes along the routes of Haringey’s tube lines to ensure that residents have safe environmentally friendly alternatives to public transport</li>
</ul>
<p>Before our meeting on 22 September, we would like to ask all members to contact their local councillors to share these actions. Please copy us in, and ideally share photos and examples with your councillors to illustrate just how important safe walking and cycling routes are to you.</p>
<p>In mid-October Haringey’s walking and cycling plans are being presented to Haringey’s cabinet. At our next meeting, we would like to discuss how we can mobilise Haringey residents to speak to their councillors and let them know just how urgently these measures are needed.</p>

We provide personal mentoring via Facebook Messenger, WhatsApp, email or phone to teach students useful cooking skills based around 3 simple recipes that allow for a lot of variation and can be made for less than £1 a portion.</p>
<p>Groups are kept small to help students form supportive relationships with each other, while the mentor can offer emotional support and befriending. If the student doesn't have access to the internet we can provide one-to-one mentoring over the phone. On finishing the 2-week course, we provide online or offline resources to further students' development and learning.</p>
<p>Our online courses run on a rolling weekly basis and learning is done at the pace that best fits the student.</p>

<div><em>I hope you do not mind the collective response, I am conscious that there is a few of you emailing, tweeting and contacting me about your concerns over fly-tipping in the Wood Green area (all wards).</em></div>

<div><em>Firstly, I want to say that I fully accept we have a problem in the whole of the Wood Green area, I am not going to down-play it or dismiss your concerns. I agree there is a problem and I am determined to fix it.</em></div>
<p></p>
<div><em>Below is a long email, but I want to address some of the issues you've individually raised.</em></div>
<p></p>
<div><em><b>Enforcement Action:</b></em></div>
<div><em>In the past 12 months we have issued just over 500 fines for waste related offences in the whole borough. 89 of them have been in the Noel Park and Woodside Wards. There is possibly another 10 in Bounds Green ward of Wood Green and another 5 in the West Green ward of Wood Green. I am sorry I cannot be more accurate about the latter two, they cross different postcodes and I couldn't wait for that manual search.</em></div>
<p></p>
<div><em>It's a good estimate that we are looking at over 100 fines in N22 which is 20% of the whole borough. However, despite this - we still are seeing problems.</em></div>
<p></p>
<div><div><em><b>What type of </b><font face="Calibri, Arial, Helvetica, sans-serif"><b>fly tipping</b></font><b> are you investigating?</b></em></div>
<div><em>I have been through the cases of the Enforcement Team to understand this better and we seem to be dealing with a range of different issues not seen in other wards, and this is predominately because Wood Green has a shopping district. Some of the cases I have seen include behind shops and restaurants, around the 'cultural quarter, around the Decorum and around the Civic Centre. </em></div>

<div><div><em>This is in addition to the 'normal residential' roads. </em></div>

<div><p></p>
<div><em><b>Is the Veolia contract effective?</b></em></div>
<div><em>I believe there are misconceptions about the role of Veolia that I wish to address. Veolia are paid for a range of services (bin collecting, sweeping, fly-tip collecting, graffiti removal etc). They are not paid to Enforce against fly-tippers. </em></div>

<div><div><em><b>What are we doing about it?</b></em></div>
<div><ol>
<li><em>The new Street Enforcement team commenced two weeks ago and hit the ground running with nearly £4,000 worth of fines issued in their first week just in Noel Park. The team will be focusing on the N22 area for the next few months. </em><p></p>
</li>
<li><em>We have invested in CCTV raising the amount we have from 6 across the borough to 39 in the past year. We already have CCTV on the Noel Park Estate and Scotch Estate however we will be placing more in these locations. </em><p></p>
</li>
<li><em>We have allocated a further additional Enforcement Officer to focus on these two estates</em><p></p>
</li>
</ol>
<div><em>I want it noted that whilst these are Enforcement Officers, they do not just take Enforcement action, but do a range of things to solve reoccurring problems.</em></div>

<div><em>The above 3 actions are just what we have decided to do as an immediate action. Over the next few weeks, we have asked an Enforcement Manager from another area to do an assessment on the issues and feedback as a 'fresh-eyes' appraisal on what else can be done, he will be looking through all of the reports, the emails you have sent me, speaking to Veolia, doing some walk arounds etc. </em></div>

<div><em>I will feedback in about a month - 6 weeks on how that has gone. I will also know more about the CPZ review for Noel Park which is scheduled to happen in the next few months. </em></div>
